This is Scabrous Scrotus from the video game Mad Max.
I spent countless hours wandering throgh the wastelands, looking for scrap parts and knocking out some bad guys trying to put together the Magnum Opus, the ultimate V8.
I like the main antagonist, so I tried to replicate him in my fav action figure scale.
